FASEB Comments on Proposed Updates to NSF PAPPG

On June 2, FASEB transmitted comments to the National Science Foundation (NSF) expressing support for proposed updates to its Proposal and Award Policies and Procedures Guide (PAPPG). In its comments, FASEB applauded NSF’s clear communication of proposed updates in the “For Comment” draft of the PAPPG and for providing an opportunity for stakeholders to provide feedback well in advance of implementation. FASEB’s comments noted that most of the changes were clear and reflected federal directives, such as implementation of the CHIPS and Science Act of 2022 and Presidential memoranda, and process updates within NSF.

While not applicable until the 2025 PAPPG, FASEB also urged NSF to engage in broad stakeholder engagement as it finalizes updates to its public access policy in response to the 2022 White House Office of Science and Technology Policy (OSTP) memorandum on “Ensuring Free, Immediate, and Equitable Access to Federally Funded Research.” Clear articulation of expectations for grant applicants and awardees in the PAPPG will be essential for understanding and adoption of the new policy in 2025.
