FASEB Shares Feedback on NIH Draft Public Access Policy

On August 6, FASEB submitted comments in response to the National Institutes of Health (NIH) draft public access policy that was published on June 18. 

FASEB's response reaffirms its previous comments to NIH regarding its initial public access plan. For example, FASEB encourages NIH to clarify the definition of "manuscript," require all grantees to have an Open Researcher and Contributor ID (ORCiD), and assign all grants with digital object identifiers.

FASEB's comments also thank NIH for allowing indirect funds to go toward "allowable" costs in budget requests. However, recognizing the many challenges that stakeholders will experience in complying with the policy (slated to go into effect October 1, 2025), FASEB strongly recommends NIH publish an implementation plan with a public comment period to allow publishers, institutions, and researchers time to adequately prepare for the new policy and its effective date.
