Budgets at the National Institutes of Health have been flat or declining since 2003. Other science funding agencies are not doing all that well either, although the American Competitiveness Initiative (ACI) announced this past February is helping alleviate funding problems at other agencies like the National Science Foundation, the National Institute for Standards & Technology, and the Department of Energy. But NIH, with almost its largest budget in history, is facing serious funding problems this year.
