On December 8, 2010, FASEB submitted a response to the National Institutes of Health (NIH) request for comment on “FAQs (frequently asked questions) to Explain Costing Issues for Core Facilities.” The FAQs document was drafted in response to statements from the cores community regarding the difficulty in interpreting the federal costing guidelines and seeks to clarify federal cost principles articulated in the Office of Management and Budget (OMB) Circular A-21 and A-122. The NIH request for comments sought feedback on whether the document provided adequate explanation of these issues.
FASEB issued recommendations to NIH regarding core facilities in 2009. Those recommendations called for greater transparency and requested that NIH take steps to improve extramural (inter-institutional) access to core facilities. The FAQs document begins to address both these issues by providing clear and comprehensive coverage of core resources costing issues, including extramural access. FASEB’s December 8, 2010 cores letter thanked NIH for working toward addressing the concerns articulated in 2009 and reiterated FASEB’s support for the development of a national registry of core facilities, an important step in improving access to these resources.
