House Committees
Committee on Agriculture
The responsibilities and goals of the House Committee on Agriculture are as diverse as the needs of American agriculture. The Committee faces issues as varied as renewable energy, rural development, disaster assistance, nutrition, crop insurance, conservation, international trade, futures market regulation, animal and plant health, agricultural research and development, bioterrorism, forestry and many others. The Committee has oversight responsibility for the USDA's research program, including the Agriculture and Food Research Initiative (AFRI).
Committee on Appropriations
Congress annually considers several appropriations measures, which provide funding for numerous activities, for example, national defense, education, and homeland security, as well as general government operations. Congress has developed certain rules and practices for the consideration of appropriations measures, referred to as the congressional appropriations process.
Here is a list of appropriations subcommittees that allocate science funding:
1) Subcommittee on Commerce, Justice, Science, and Related Agencies
The House Subcommittee on Commerce, Justice, Science, and Related Agencies has jurisdiction over the National Science Foundation.
2) Subcommittee on Labor, Health and Human Services, Education, and Related Agencies
The House Subcommittee on Labor, Health and Human Services, Education and Related Agencies has jurisdiction over the National Institute of Health.
3) Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies
The House Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies has jurisdiction over the Agriculture and Food Research Initiative Competitive Grants Program.
4) Subcommittee on Energy and Water Development
The House Subcommittee on Energy and Water Development has jurisdiction over the Department of Energy.
Committee on Science and Technology
The Committee on Science and Technology jurisdiction includes all non-defense federal scientific research and development (R&D) at a number of federal agencies, including (either completely or in part): National Aeronautics and Space Administration (NASA), Department of Energy (DOE), Environmental Protection Agency (EPA), National Science Foundation (NSF), Federal Aviation Administration (FAA), National Oceanic and Atmospheric Administration (NOAA), National Institute of Standards and Technology (NIST), Federal Emergency Management Agency (FEMA), U.S. Fire Administration, the U.S. Geological Survey, the Department of Homeland Security (DHS) and the White House Office of Science and Technology Policy.
Committee on Veterans' Affairs
The Committee has oversight responsibility for the U.S. Department of Veterans Affairs. On a regular basis, the Committee with subcommittees, convenes hearings which examine issues such as: VA compliance with statutory provisions; VA's effectiveness in providing timely benefits and quality heath care; and management practices and efficient expenditure of resources. The Committee shall be referred all proposed legislation, messages, petitions, memorials, and other matters relating to the VA Medical and Prosthetic Research Program.
